U.S. House Passes Obamacare Repeal Bill, Deep Cuts to Medicaid Will Impact Special Education

  • housechamberThe U.S. House of Representatives voted today (Thursday May 4) to approve a bill to repeal and replace the federal Affordable Care Act (a/k/a “Obamacare”) with new legislation known as the American Health Care Act (ACHA).  The measure was passed on a 217-213 vote.

Among other things, the ACHA would make profound changes to the state-federal partnership program known as Medicaid or Medical Assistance, including reducing by $880 billion over the next 10 years the amount of Medicaid dollars the federal government sends to states.  These changes would significantly impact the ability of students with disabilities and students in poverty to receive critically necessary health services in public schools. The changes would require schools to compete for limited Medicaid funding, which would likely result in arbitrary caps on the amount of Medicaid reimbursements made to public schools.

U.S. House Speaker Boehner Sets Election Dates for New Speaker

Speaker John Boehner announced today that the internal Republican election for Speaker of the U.S. House of Representatives will be Oct. 28, and the floor election will be Oct. 29.

Wisconsin congressman and current House Ways and Means Committee Chairman Paul Ryan told House Republicans Tuesday evening that he is willing to serve as Speaker of the House if he is the unity candidate, and he gave the House Republican Conference until Friday to decide if they are behind him.

House Majority Leader McCarthy Pulls Out of House Speaker Race

House Majority Leader Kevin McCarthy (R-CA) announced today that he is pulling out of the race to succeed retiring House Speaker John Boehner (R-OH). McCarthy made his surprise announcement at the start of a Republican meeting convened to choose the party’s nominee.

In the wake of McCarthy’s surprise announcement, a Republican vote to nominate a new speaker that was scheduled for Thursday afternoon was postponed by Boehner at McCarthy’s suggestion. The full House was scheduled to vote for speaker Oct. 29. Boehner said in a statement he will stay on as speaker until a new one is elected.
