The Wisconsin Association of School Boards (WASB), the Wisconsin Interscholastic Athletic Association (WIAA), the School Administrators Alliance (SAA), the Wisconsin Rural Schools Alliance (WiRSA), the Wisconsin Athletic Directors Association (WADA), the Wisconsin Conference Commissioners Association (WCCA), and the Wisconsin Association of School Councils (WASC) sent a joint letter to legislative leaders requesting that language in the Joint Finance Committee K-12 education omnibus motion relating to participation in school district sports and extra-curricular activities be removed from the state budget proposal.

The provision would require a school board to permit pupils who resides in the school district to participate in interscholastic athletics or extracurricular activities on the same basis and to the same extent as pupils enrolled in the district if the pupil is homeschooled, attends a private school in the district, an independent charter school in the district, or virtual charter school.

In our view there are significant problems created by this provision (which is also opposed by the Wisconsin Parents Association, which represents parents of homeschooled students) and it should be addressed as stand-alone legislation that includes a public hearing and an opportunity for input by the public, by school boards, by school officials, and by parents of homeschooled students as well as parents of public and private school students.
